So what is Japan doing that the rest of the West isn't? Or have they not tested as many people?

As of today:

Japan total Confirmed: 1,953 (.002% of population)
US total Confirmed: 174,467 and counting... (.054% of population)

and China must be doing something right, Their numbers have barely changed in 3 weeks! ?
