According to Naval History Magazine the numbering system (design number) was supposed to be consecutive, representing aircraft designs in order (e.g. a P-2 was supposedly the second patrol plane design). It’s in the same instruction that ensures building numbers on bases have building 1 next to building 672 which is next to A34.

It is supposed to be based on the 1962 U.S. Tri-Service aircraft designation system. For the most part the mission letter has been followed (F/B/C) but the numbering system has gotten all messed up.
