The top of the document says:
FY12 SUMMARY OF DESIGNATOR ASSIGNMENTS
(01 OCT 11 – 30 SEP 12)
NROTC/STA-21

And then there is an asterisk next in the column that says *OPNAV STA-21 GOALS which states:
* Per OPNAV N1 ltr 1000 Ser N1/127220 of 5 Nov 10 or fiscal year version applicable at the time

The * would indicate the numbers are from FY10 but the STA-21 Fleet Brief, shows "goals" of 226 and 115 for FY10 and FY11, respectively...

Sweet dude! So what insight did the Officer who sat on the board give you?? I'm clueless to what goes on in that place and how they go about picking the lucky candidates!
The CDR on my board which sat the selection board last year said the two major components are the personal statement and CO endorsement which are commonly not written the way the board wants to see them. Most packages focus on how good the candidate is without ever addressing weaknesses. If there is an aspect of your package which is not so hot it needs to be addressed. They like to see that you have identified your weaknesses and what actions you have taken to correct them. This all turns your negatives into positives and further strengthening your package. Another common problem which we have no control over is when CO's rank their candidates. Many times the board gets candidates which are not ranked first at their command and still have out-standings straight down. The CO's need to weight their candidate's scores according to their ranking.

For the actual selection process, the board members are given the packages which have pre-scores based on the contents of the packages. Someone posted the pre-score sheet a few pages ago. The board then goes through all the packages and ranks them.

Thanks.....But that makes me even more nervous!

This document has goals for Oceanography and SWO/ED which were not available in FY10, so hopefully this is real!

I didn't see any CORE numbers on the list. It seems like they would have to cut the numbers down from the specific options to allow for CORE's.

That is a good point. I do not see that anywhere on the report. Even if it does take away some of the numbers, 192 is still some awesome news.
 
I hate to be negative, but I think the numbers in those reports are actually reflecting people being commissioned during that Fiscal Year from the STA-21 pipeline. That would explain why there are no Core #'s.
The only way to know for sure is to look up one of these letters that the notice references. I agree with you though that would make more sense.
