If you're on fumes, it can be as slow as 150 or so. If you fly 12-15 units just prior to touchdown (on-speed=10 units) you can get it down to high 130s. In any case, they are less than desirable to do. Most people consider it an EP. The most common reason for even doing one is for a fire light (nozzles aft to shut off the reaction control system).
There are only 1 set of brakes in the Harrier (main wheels) and it tends to rock back and forth on the outriggers at high speed, which makes directional control a little squirrley. They're not the best way to land a Harrier most of the time.
It's better to stop and then land, than it is to land and then stop.
