These may be true but this is not always the case. Im due in Quantico June 1st with an aviation contract and I graduated with a 2.4 in accounting so not all is lost. My PFT was only like 280s as well. However, my recommendations saved me. Former naval officer professor on campus vouched for me who also helped get my dad commissioned as an officer. Im fairly certain the ROTC commander on campus put in a good word for me as well as I was pretty friendly with the ROTC guys on campus (they were jealous of my 365 1RM bench ).
My Grandfather was a 4 star which I think sold me to the selection board. My university(Villanova) is also very well respected in the Navy and I think that gave my app some sway.
So dont let your undergrad GPA get you down. Your OSO realized that undergrad GPA does not define you as a person.
USN boards don't work like USMC boards, a 2.4 GPA for the USN wouldn't even be submitted or accepted by the NRD, my understanding from the OSO I knew is the OSO's thoughts have quite a bit of pull, and the USMC boards are regional with a set number for each area, USN is nationwide if every selection comes from one NRD good for them, if a NRD gets none, well they have to work harder.
