Another interesting development announced today:

Marine Corps Lt. Gen. Emerson N. Gardner Jr. has been nominated for reappointment to the grade of lieutenant general and assignment as principal deputy director, Program Analysis and Evaluation, Office of the Secretary of Defense.Gardner is currently serving as the deputy commandant for Programs and Resources, Headquarters, United States Marine Corps, Washington, D.C.

PA&E is a very powerful part of OSD and plays heavily in the PPBES (aka known as POM) process. This is a very significant vote of confidence in "Emo" Gardner and Marines as PA&E has always been staffed by civil servants with only a few military reps at 0-6 level.

What's the chance the current vice CNO (aviator) will get it?

ADM Walsh just pinned on his fourth star as he assumed his Vice CNO position. Unlikely he'd jump over the more seasoned 4-stars to the CNO slot. VCNO hasn't been a fleet-up as of late...it's been a seasoning spot for a 4-star headed out to a major fleet command who may return in the future...like ADM Clark or ADM Mullen. Last VCNO fleet-up to CNO was ADM Johnson.

Roger that ... one "exception" to the "system", as I see it (and there's others -- once in a while) ... is/was John Nathman. I'm sure he was "political" to the extent necessary, but he was also "rank competency" at its finest ... :) ... John is/was a good man, in or out of uniform.

Well, he just passed the torch after 37 years of service when he retired in 18 May
