Direct from the horse's (recruiter's) mouth. Apparently, there's been a major change in the way the aviation board will review applications. Whereas in the past the board would review all applications (be it as few as 10 or as many as 200), beginning in FY09 they are imposing a monthly quota which will limit the number of packages reviewed by a given month's board to a predetermined number (say, for the sake of argument no more than 50). The 51st applicant will be bumped to the following month and so on and so forth.
What does this mean for you? Get your package in ASAP so you avoid getting stuck at the end of what I imagine will become a very long list. If this is a repost, I apologize but I couldn't find anything under Search. Hope this helps someone.
