Does anybody have any idea why the Navy does not spend money advertising on t.v. compared to the Army or Air Force?

I also always wondered how many poor souls joined the Navy by reg. enlistment after seeing Top Gun, thinking they could become fighter pilots, only to learn that such a thing is only an opportunity if one is an officer (the Navy saw its highest amount of recruits in history that year).
