It just seems that China may be one of the few reasons that the UN has not taken any definitive action against NK.

I think the UN is the primary reason that the UN hasn't taken action. They aren't real big on the concept of actually acting.

However, I am still of the opinion that the bad guys have to withdraw first, a la Leage of Nations.

More specifically, it's the UN Security Council that typically prevents any action from taking place and look who's on permament membership roster with veto authority:

China, France, Russian Federation, United Kingdom and United States

So they may well look out for their neighbor to the south
