well my red-shirt always covers it...Legal or not, you might want to consider getting a throat tattoo removed. I have tattoos, but not in visible areas. A throat tattoo, however sentimental, appears thuggish, and doesn't present an officerlike image. If that's your goal, you need to look the part.

I spent 22 years in- 11 enlisted and 11 officer, I never had a tat, most of the people I knew that got a WESTPAC tat regretted it immediately after they sobered up. the more conspicuous you are, the more problems. If i go through my physical, get final selection, and sign my papers to head to OCS etc. and THEN show up to OCS with a new tattoo would that be bad?

You didn't say if you were going to Marine Corps or Navy OCS, but you should definitely get a giant USMC w/ EGA or USN w/ Anchor respectively. This will single you out as super- motivated, and you'll probably get a cool leadership position pretty quickly.
