I used to live in Senegal, and while I have never had any contact with the Navy there, if it is run anything like the rest of the government I think their presence will cause more harm than good. But good for them for contributing what they can! Strange that a struggling third world country would be there to support Haiti when so many prosperous nations aren't doing anything at all.

The USS Gunston Hall was scheduled to take part in the 'Africa Partnership Station' by deploying to western Africa this year but it has been diverted for now to relief efforts Haiti due to it's availability. A common practice for these deployments is to have allies and host country personnel on board to facilitate the training and exercises that is the purpose of the deployments.

It's not an instruction, it's US Law so if you want to go Nerdy, then it's Title 10 of the United States Code (ie a Federal Regulation, which carries a lot more heat and jurisdiction than an instruction).
