I guess I'm interpreting the pending review as the part where the community manager can deny you on their own judgement.

In my case I get why they denied my I-SEL app, even though my drug use was so old that its not even reported on the SF-86 and was only included on the package paperwork at the insistence of my recruiter and not because anything required reporting it, and nothing about drugs is explicitly mentioned in the PA, which seems like something that should be included. I guess I may have been denied under the vague "Not require exception to policies" part of the PA, but I also didn't get any exceptions to policy to be accepted from the board.

I got accepted for SNA, and was notified by my recruiter about 3 weeks ago about the good news. Since then all he's asked for was my prt times and that's it. Do you receive an official letter of acceptance after getting accepted in the mail or email? or is it just all word of mouth from your recruiter?

When is your OCS date? You should be receiving your final selection letter (finsel) and then obtaining your final orders before your expected OCS date.

Yes, the final review is to make sure everything is perfect, there are a few checks along the way and most are caught before the CM.

Not correct if a person meets the requirements and has no waivers or disqualifying factors for ISEL they will bypass, see the below from the PA where it says "will" not "may".

There have been multiple people on this site who submitted thinking they qualified for ISEL but did not, that is on the recruiter for not making sure the applicant was fully qualified. If there are no billets available then they can't process the person, but at the same time they wouldn't be able to process anyone for that designator.
I would be interested on your opinion on what made me disqualified according to the I-SEL PA in my situation since, as far as me and my recruiter can determine, I met all the I-SEL criteria as listed in the I-SEL PA but I was not selected. The only concern in my package was admitted drug use (10+ years ago so not even required to report on SF-86).

I meet qualifications a-g, which are all pretty straightforward except for security clearance eligibility and seem to be similar to the basic requirements to even submit to or be accepted at board. The fact that I was ProRec-Y seems to imply I meet those qualifications. The only thing in those qualifications that I think drug use might cause to be disqualifying for would be g. (2) Security Clearance Eligibility, but my drug use is not required to be reported on SF-86 so that doesn't seem to be a problem for that qualification.

Qualification h. (1) - (5) I also satisfy. Maybe the admitted drug use is covered under policy exceptions, but I never went through any policy exception process for my board package and I do not have any waivers.

My recruiter told me that he was told my I-SEL package was denied because the CM wanted the board to evaluate me since I had admitted drug use in my package. To us it seems that even if you meet the criteria for I-SEL, you can still be denied.

From what I have been told by a few current recruiters that asked the question of NRC if you have any drug use that will send you the regular path, it is a "gray" area for whatever reason.
