That’s how I read it too, but I’m hoping they’re more critical than that and also take into account quality of application as well. An ISPP application meeting bare bones requirements over a carefully curated legacy OCS Application probably shouldn’t take priority but I suppose it’s all about what they’re looking for in applicants.
The discussion when it came out I am almost certain was as long as you meet the PA you will be selected as long as quotas are available, doesn't matter if a person has a 5/5/5 or 9/9/9.

Does this mean civilians are getting kicked to the curb even if they’re perfect?

Yes maybe I feel a little salty cuz I just missed the cut for ISPP. Aside from personal feelings, I think it’s a great program and I encouraged any of my interested guys to jump on it right away.

I think in typical navy fashion, they’ve introduced a program which they haven’t adjusted the preexisting foundation on yet. I imagine next year we will start seeing more how they establish differences in the selection process as it pertains to ISPP. They will probably establish separate quotas as I imagine it will create an influx of enlisted candidates, which will in turn establish a ranking among ISPP candidates available to select.

The ISPP PA doesn't allow for that, it has a review date set, but until then it is laid out pretty clear.
