Its how far you are able to travel while on liberty. Depending on the base and the restrictions it can be anywhere from 100 miles to 500 miles. Going beyond that distance without approval is a big no no.
Is it? Is thought it was a thing to establish a point at which you must be on leave, to leave no doubts for people to claim ignorance or try to make a really stupid decision for travel while on "liberty". I distinctly remember 300 miles being a thing somewhere.
It was certainly a thing at TW-5 and other Orange and White locations. Other places may follow suit. But at the end of the day, it's a command directive, and not a Big Navy thing. I have no such restriction where I currently am, and as long as I'm at work at the appointed time, I could go on all matters of adventures with Phileas Fogg. Although maybe adventures with Phineas Bogg would be more fun.

you can fly anywhere inconus and be back at work without taking leave? I'm jealous because I've never heard of that.
I hear you, but the exploration was always negated by local command guidance. Not to mention, on Guam, anywhere off island was leave although if "local" was basket leave. Vance.... pretty much don't need to take leave unless you're missing work. Boat... leave in triplicate and 45 steps of approval. Now? Eh...

LIBERTY
The liberty radius varies by the length of the liberty period as follows: 200 miles for overnight and two days, 350 miles for three days, and 500 miles for 4 days. Special liberty may be granted to travel a further distance than the set liberty radius when a special liberty request is submitted. Liberty will not be approved until all applicable leave/special liberty checklists are complete.
Like I said, OCONUS can have its own set of rules. Trust me, I've lived that before. I've also seen it work in the command's favor when a "creative" JO tried to exercise extra leave under the radar.
That 300 miles was, at least, last effective for me as an HSCWP directive, although, maybe it was my own squadron's liberty instruction. I remember this because we had an XO want to charge someone leave for going like 200 miles away for a weekend and finding out about it afterwards, only to be rebuked by an instruction saying 300 was the limit.
Or pass out drunk, wake up buck naked on the BEQ quad, and then try to convince NCIS you got roofied . . .
