I fail to see how adding three words changes anything (is there anything that needs to be changed?) ... maybe some of those with more expirence and stronger feelings on the topic have more to add, but we have a represenative on the Joint Chiefs of Staff ... oh, and the Chairman of the Joint Chiefs is currently a Marine. I don't feel there is any inequality to address ...

How much also for the funding for salaries of the Assistant SecNav /Assistant SecMC who report to the SecNav. Not too mention the bloating involved with their staff support.

The Department of the Navy "Secretariat" is already charged with oversight of the Navy and Marine Corps so there wouldn't be any staff changes to accomodate a name change to the department. Certainly no bloating as these staffs already have USMC and USN reps integrated with the predominantly civilian staff.

BTW, the second in charge is the Under Secretary of the Navy (Bill Natter is nominated for this position; nephew of retired Admiral Natter). There are four Assistant Secretaries of the Navy:

- Research, Development and Acquisition (RD&A)
- Financial Management & Comptroller (FM&C)
- Manpower and Reserve Affairs (M&RA)
- Installations and Environment (I&E)

I definitely should have read the actual text instead of the summary. I just feel it's a slippery slope to the Marine Corps getting it's own Department similar to the Air Force in 1947. If that happens, I fear it would be that much easier to do the Army's reoccuring wet-dream of rolling the Marine Corps into the Army and being the only ground force.

I suppose anything is possible, BUT creating a separate department would be like separating Siamese Twins. There is so much Blue in support of Green (and vice versa) in funding allocations as well as not so obvious USMC requirements that drive Navy force structure (ie lift requirements) and other gray hull related requirements associated with the MEU/ESG. The Pentagon staffing is so intertwined to coordinate the annual POM (PPBES) process that separation into two departments would make things more expensive and difficult to coordinate. Currently, the secretariat is where the differences in the two service POM proposals become one (which lead to budgetary request to Congress after OSD looks at it) and then the Dept of the Navy Program Information Center (DONPIC) defends it.

AFAIK, this is strictly about changing letterheads. Guess the good Congressman is afraid the Marines feel unloved.

Just today Congressman Fred Upton visited my political science class. I asked him directly why the federal govenment was so reluctant (4th paragraph, as if the gov knows the company's financial position better then the company itself :eek:) to allow major banks to repay TARP loans and he responded, "I don't know!"
Because they - the banks - are balking at the payback requirements that they themselves agreed to when they took the money.

Fixed it for you.

Many of the banks were forced to take it, even though they could meet their capital and reserve requirements.

After the thrashing AIG took for spending it's money in a manner not politically savvy, the healthier banks don't want to deal with having a governmental sword of Damocles over their heads.

The best explanation for why the gov't won't accept payback is that those that couldn't would have a scarlet letter as weak banks and lose market confidence.

A more devious explanation would be that the gov't wants to maintain it's leverage with the banks.

I think it's silly inflated self-importance. I think the notion that Rep. Walter Jones put forward that the current name of DoN is a slight to fallen Marines is a sick joke.

Of course, the chief sponsor represents Jacksonville, and was one of the drivers behind renaming the congressional menu "freedom fries", so he's certainly continuing to sponsor important substantive legislation.

Don't they do this every year? I'm certain there was a thread on this very topic a year ago. Personally I don't see the point.
