Out where I live (Oklahoma) the tracks are open to the public as long as they are not in use by the school at any particular time.
In my community the public schools are funded by taxpayer dollars so they allow the public to use the athletic facilities at anytime except when they’re is a legitimate practice or sporting event going on. I run on my old high schools track everyday and do sprints on the football field. I also live in Michigan and Michigan manners is a real thing so no ones gonna yell at yuh here yuh know.
California isn't so public or forgiving. I don't think I'd get away with that nearly as easily, and the only school close enough for me to run at is an elementary school, and I don't think they'd take kindly to a bearded 20+ year old waking up and asking to use their facilities.
