In your situation since your package was never looked at for FEB SWO, should be looked at for IWC. If you were picked up for SWO FEB then there is a chance that your package might not be looked at for IWC especially now with Covid. Your package would have been an easy way to be put aside and only looked at if more spots were to be open after they pick people from the packages they didn’t put aside.So I put SWO as my first choice and Intel as my second. Does the board even look at applicants that have IWC as their second choice? Or do they only want first choice applicants? Found out I missed the FY21 February SWO board even though I submitted before the deadline, so really hoping I get in on this IWC board... I feel like I am a pretty competitive applicant with 3.4 GPA and 64 OAR and good leadership experiences, only thing worrying me is whether putting SWO as my first and Intel as my second would disadvantage me. Anyone have insight on this?

Can confirm. I had SNA 1st, NFO 2nd and SWO 3rd... was picked up for SNA. I was not on the SWO at board list which met two weeks after the aviation board.The only reason it would cause an issue is if your first choice accepted you before your second choice went to board.
If you first choice accepts you prior to your second choice meeting, they usually won't look at you because they'll assume you've accepted for your first choice. That's what @exNavyOffRec has mentioned before and what my own OR has said.
I got lucky that my first (Intel) and second (SWO) choices convened at basically the same time with my second choice slightly before my first.
