The simple act of removing the current Mexican government would work wonders for the economy. The U.S. government shouldn't be responsible for controlling the economy. Removing a government where setting up a business is more about kick-backs and bribes and replacing it with a more free-market capitalist one would benifit the citizens. These third-world economies suffer when opening a fruitful buisness is dependant on bribes and a rich upper-classes approval, and taking aid or jumping ship becomes a better option than self induced prosperity.
How's that working out in Iraq? Ridiculous. The problem with regime change, as I eluded to earlier, is that once the US gets involved, we own all the preexisting and possible future problems of that country. So, instead of dealing with 10 million impoverished people, we now have to handle 107 million MORE impoverished people who now want to kill us. Don't underestimate the power of nationalism - especially in Mexico.
So, besides all of that and the unanimous condemnation from the international community, what's in it for the US to do something like that? American style democracy is not the cookie cutter solution for all of the world's problems, nor does the US have the resources or moral standing to make it so.
