Finding a prior-enlisted is probably the best chance you have. Are your AMO, MMCO, MCO, etc, etc (or just plain DIVO's on AIMD) not priors? Especially for AMDO applications.
AMO is CWO, MMCO is a AMDO prior civilian and MCO is CWO. Divo is pilot that never comes around. I’m at VUP so kind of tough to find what I need at the moment.

I meet everything except TIS. I just hit 10 years TIS, waiver was approved so it’s waiting at board but outside of that everything else is good to go. 3.9 GPA, BA in Business, 60 OAR, 2 LORs O6 and O4. Last 3 evals EP with OCS recommendations. All of my TIS is working aviation. AMDO waiver still waiting for approval. I know they rubber stamp but I’m hoping my package is competitive enough to overlook the TIS.
OK, so you would go to normal board for Supply. When it comes to Supply and waivers there are 2 hurdles to overcome, the first is if the board will accept the waiver, the second is that they limit how many with waivers they will bring in. In general Supply has not been the most favorable for waivers, they do take a few now compared to the past where NRC would grant a waiver but the board would then reject.

I would typically ask my NC but there isn’t much help coming out mine. She’s clueless about OCS programs.

Your command should have an officer designated to help with commissioning programs. I found that my NC was absolutely braindead when it came to OCS but my AMO knew everything there was to know.

I have LT that tries to help out where he can but he doesn’t know all the answers either.

NC's primary job is enlisted retention, they get minimal info about officer programs.

It really depends on the officer designated, a prior enlisted might not be much help if they didn't go through OCS, a non-prior service officer that commissioned via USNA/NROTC may not be much help either, or the officer designated might not just really care much about helping. The way OCS programs are designed is you should be able to do most everything yourself.

Some commands have given their sailors completely wrong info and all the sailor had to do was look at the instruction for the right info.

Hypothetically, let’s say the Suppo board gives me PROREC-Y. How long do I get to accept or deny? Will have enough time to allow the AMDO board to convene and get results or will I have to answer before then? Suppo board-04NOV; AMDO board-15JAN.

They will generally let a person go to each board they have applied to that is higher to the one they have been accepted at.
