Fundamentally unserious people. And to head off the incoming "what about this or that....?" Sharp criticism of this clownish episode should not be construed as a defense or hand-wave of previous clownish episodes during other administrations.
In today's environment, I am increasingly skeptical of even the appearance of consequences for this kind of behavior.
