So the overall weight of it hasn't gone down, but we've got it split into two's now? great. can't wait for systems class...

Pardon the lack of knowledge, but what exactly does this mean? Can one actually get stationed in San Diego and fly the P-8?
If it was a permanent Det, then answer would be yes, but a periodic Det implies temporary operations so it would be a TAD assignment in that case from one of the other Homebases. As stated in FEIS:

Sometimes, a smaller component of a unit is formed as a "Detachment" with a designated Det OinC (with some CO-like authority in writing) while parent command remains at homeplate. Some units do/did have Dets that are semi-permanent like VF-101 Det Key West (personnel were assigned to Key West for entire tours) or VFC-13 Det Key West (that later actually became an independent unit as VFC-111), but this is likely a rotational assignment based on need. P-3 squadrons rotated in and out of Sigonella principally (and other locations) during Cold War on a rotational basis.

VRC-30 has a permanent det in Japan that you get orders to (and moved to Japan) while the parent command is at NAS North Island.
My first Navy squadron was that way. VR-7 Det A in Tachikawa, Japan with mother squadron VR-7 at NAS Moffett, CA. We flew 4 AF C-121C's while mom had C-130's.
