I'm suddenly more curious about their submarines, although I sincerely doubt the topic will flourish on this website. :)

Seeing as how their navy doesn't have fighter jets...

They were JASDF fighters.

Still..not to sound totally naive..but isn't 22 a bit excessive for a single bomber?

It was not a single bomber, and it would not be excessive if it flew up and down their coast past several fighter bases. Plus, a Tu-95 carries a lot more fuel than a fighter, sometimes necessitating a tag-team approach for the fighters.
