My application was submitted after the January deadline for IDC. But SWO is my second choice....so it most likely hasn't been reviewed yet since Intel is my first?

They were pro X'ing anyone for SWO that didn't put it as the first choice.

They are reviewed in order of when the boards convene, not order of choice.

That means that if SWO wasn't #1 it was being rejected and not being sent to board. DIVO rec'd that info from the PM or Director.
