STA-21 is an enlisted-to-commissioning program, so you would not be eligible for it. You should contact a local officer recruiter to look into various BDCP programs. It's the same as applying for OCS after college, except you get paid a monthly salary + BAH while finishing school. Plus, unlike NROTC scholarships, you will guaruntee yourself a designator. One of the best deals in the Navy.

i used my running shoes and didnt get the second pair. just clean off the goose poo and rocks out the tread and you should be good. they (the di's) were more concerned with the presentation then a stain or evidence of wear.
