I think a lot of this came from the Prowler - S-3 mishap on Big E back in '99(?). When something get screwed up that badly, there's bound to be "change".
The intent is (IMO) not to provide metrics to measure, and potentially hang someone, but instead to give guys a rough number to hang their hats on when trying to decided how far in to bring a guy. If its 10' (and that's really just a name, does it really end up being 10'? not really, usually more), it gives me, as the dude in charge up there, an idea of how much longer I can give the gear dogs to get the gear set. If its 100', I also know that my patience for the yellow shirt who just decided to re-spot a jet across the LA is going to be quite low.
