For those trying / going the URLO ISPP route, bear in mind the program was established not knowing the "situation" aviation / flight school is in. What makes the situation even more complex is the fact NROTC + USNA "Seniors" need to commission and while some aviation spots can be reduced for them, they simply can't get rid of Midshipmen, especially after the investment the Navy has placed on them so far. There's going to be some "pains" for a while, but the flight school issue always seems to resolve itself over a period of time.

For the "street" OCS candidates "complaining" about URLO ISPP and the Fleet Applicants... the desire/demand to establish such program came from the enlisted sailors with buy on/support from Navy leadership (think Admirals here). The Navy does want to expand "in house" commissioning programs... similar to how the civilian sector promotes from within. It may lead to less "street" OCS quotas, however bear in mind it was intended to give active duty applicants a fair opportunity to earn a commission.

Probably a dumb question, but if pilot is closed for the next board is that to include ISPP even though they are allowed to request a quota?

Yea, pretty much. Also, I don’t know who is complaining about active duty personnel. Just so you know, we work just as much as everyone getting to board as well, if not more.
Didn’t you say u got pushed to the next board?
